What is migration for? How national needs wrestle with a basic human desire


Migration debates often begin in the wrong place. They ask how many migrants a country should accept, which migrants should be prioritised and how quickly they should arrive.

These are important questions, but they are not the first question. The first question is more basic: what is migration for?

The answer is not simple, because migration serves more than one purpose. It’s a tool of economic management. It’s a response to demographic change. It’s part of how countries remain connected to the world. But it is also something deeper: an expression of the human condition itself.

People move. They always have. Long before passports, visas and border agencies, humans moved in search of safety, opportunity, family, knowledge, trade, love and freedom. Movement is one of human history’s defining features.

The challenge for governments is not to abolish migration. The challenge is to manage migration well enough that it supports prosperity, protects human dignity and sustains social cohesion.

Migration is the most debated public policy issue of the current moment, both in Australia and overseas. In this five-part series, we unpack how Australia’s migration system works, both practically and politically, and what its future might look like.


Migration as an economic tool

The most familiar argument for migration is utilitarian. Countries need migrants because migrants do useful things.

They fill skill shortages, staffing hospitals, aged-care homes, universities, farms, construction sites, restaurants, laboratories and technology firms.

They help employers adapt to changing conditions. In a fast-moving economy, it can take decades to educate and train a domestic workforce for needs that may change in a few years. Migration gives governments and employers a way to respond more quickly.

This doesn’t mean migration is a substitute for investing in the local workforce. It isn’t. A serious country must educate, train and support its own people.

But even the best education system cannot perfectly anticipate future labour needs. Technological change, especially around artificial intelligence and the digital economy, is disrupting work so quickly that traditional workforce planning is struggling to keep up.

Migration is also one of the main ways wealthy countries manage population ageing.

Australia, like many rich societies, has fewer children than it once did and more people living into old age. Each person who retires changes the balance twice: the workforce loses a taxpayer, and the dependent population gains someone who needs support. In younger societies, new workers replace retirees. But when birth rates fall, that replacement slows.

Without migration, ageing societies face a difficult future: fewer workers supporting more retirees, higher pressure on public budgets, and growing strain on services such as health care, aged care and pensions.

Migrants of working age help ease this pressure. They arrive ready to contribute, often after another country has paid much of the cost of their childhood health care and education. This is one reason migration is generally fiscally beneficial: it can add workers and taxpayers without the full public cost of raising them from birth.

Migration as a human reality

But the case for migration is not only economic or demographic.

There is also a moral and human case. Migration reflects something fundamental about human beings: the desire to move in pursuit of a better life.

Philosophers sometimes ask whether there is a human right to migrate. But this can frame the issue too narrowly. We do not ask whether animals have a right to move. Movement is simply part of their nature. Humans are the same.

The deeper question asks what circumstances mean destination communities may legitimately restrict them.

That question matters especially for liberal democracies.

Liberal democracy contains a built-in tension. The democratic part means governments represent a people: a collective with shared institutions, rules and some capacity to decide its own future. The liberal part means governments must protect individuals and minorities against the tyranny of the majority.

Migration sits right at the point where those two principles collide.

On one hand, people have powerful interests in movement. On the other hand, countries can claim the right to decide who can enter, who can stay, and who can become part of the national community.

Neither principle can simply erase the other. A country that has no control over entry risks undermining the political community that makes rights meaningful. But a country that seeks total control over movement risks becoming authoritarian. To shut down migration entirely would require intrusive surveillance, coercive policing and a politics built around exclusion and fear.

Liberal democracies therefore need migration systems not only because economies require workers, but because open societies cannot be sealed jars. They need regulated openness: enough control to sustain trust, and enough openness to remain free.

The problem of too much, too fast

Recognising the value of migration does not mean dismissing public anxiety about it.

Migration can create real pressures. New arrivals need housing, transport, schools, hospitals and community services. If governments increase migration without investing in infrastructure, people will experience the pressure in their daily lives. They may blame migrants, even when the deeper failure lies in planning, investment and policy design.

Migration can also affect the pace of social change. Too much change too quickly can unsettle established routines and identities. People may feel their neighbourhoods, workplaces or public institutions are changing faster than they can understand or influence.

This is where populist politics thrives. It takes complicated problems — housing shortages, wage insecurity, hospital queues, inflation, social fragmentation — and gives them one simple cause: immigrants.

That story is powerful because it is emotionally satisfying. It gives anger a target.

But it is also misleading. Housing crises are not caused by migrants alone. Neither are weak public services, insecure work, inequality, inflation, digital polarisation or climate disruption. These are large structural problems. Migration can interact with them, but it does not explain them.

The danger is that once migrants are cast as the source of all problems, the proposed solution becomes equally simple: close the borders and empower a strong leader to protect “the people”. That is not a migration policy. It is a pathway to authoritarian politics.

The problem of too little

Yet the opposite mistake is also possible.

Too little migration carries its own risks. Ageing accelerates. Labour shortages deepen. Innovation slows. Societies become more inward-looking. Cultural and institutional life can stagnate. A country that closes itself off may preserve a feeling of sameness for a time, but at the cost of dynamism, freedom and future prosperity.

This is why social cohesion must be understood as a balance. Too much diversity without shared institutions can produce fragmentation. People stop inhabiting a common reality and lose the ability to cooperate.

But too much unity can become suffocating. People are pressured to conform, minorities are suppressed and individual freedom is diminished.

Australia’s balancing act

Australia is not alone in facing this challenge. Across Europe, North America and Asia, governments are trying to reconcile ageing populations, skill shortages, humanitarian obligations, social cohesion and public anxiety.

Japan and South Korea face severe demographic pressure but have struggled with migration, partly because of strong myths of cultural homogeneity.

Europe has confronted large-scale immigration after centuries in which many of its states were more used to emigration and empire than to being destinations for newcomers. The United States, Britain, Canada and New Zealand are all wrestling with their own versions of the same tension.

Australia’s position is distinctive. It’s one of the world’s major immigration societies. More than half the population was either born overseas or has a parent who was. Migration is not peripheral to the Australian story. It is part of the country’s identity, economy and state machinery.

That does not mean Australia has got everything right. It has often failed both migrants and the communities they join. It has allowed housing and infrastructure pressures to build. It has sometimes used harsh border politics as a substitute for serious migration management.

But Australia does have one advantage: it has long treated migration as a pattern, as something to be governed, not as an emergency to be controlled. That institutional capacity matters. It helps explain why migration politics in Australia, while heated, has not destabilised democracy to the same extent as in some other countries.

So what is migration for?

It is for individual freedom and for collective prosperity.

The question is not whether migration is good or bad in the abstract. The question is whether it is well governed.

Migration is not a problem to be solved once and for all. It is a permanent feature of human life that must be managed with honesty, competence and care.
